Deep trade agreements are an important institutional infrastructure for regional integration. They reduce business costs and set many rules in which economies are active. If designed effectively, they can improve political cooperation between countries and thus promote international trade and international investment, economic growth and social well-being. Studies by the World Bank Group show that the concept of free trade is the opposite of trade protectionism or economic isolationism. In collaboration with partners such as the WTO and the OECD, the World Bank Group provides information and support to countries wishing to sign or deepen regional trade agreements. In practical terms, the work of the WBG includes: the largest multilateral agreement is the agreement between the United States and Mexico (USMCA, formerly the North American Free Trade Agreement or NAFTA) between the United States, Canada and Mexico. As a result, many countries have shifted from the multilateral process to bilateral or regional trade agreements. Such an agreement is the North American Free Trade Agreement (NAFTA), which came into force in January 1994. Under NAFTA, the United States, Canada and Mexico agreed to eliminate all tariffs on merchandise trade and reduce restrictions on trade in services and foreign investment for more than a decade. The United States also has bilateral agreements with Israel, Jordan, Singapore and Australia and negotiates bilateral or regional trade agreements with countries in Latin America, Asia and the Pacific. The European Union also has free trade agreements with other countries around the world. In most modern economies, there are many possible coalitions of interested groups and the diversity of possible unilateral barriers is important.
In addition, some trade barriers are created for other non-economic reasons, such as national security or the desire to protect or isolate local culture from foreign influences. It is therefore not surprising that successful trade agreements are very complicated. Some commonalities of trade agreements are (1) reciprocity, (2) a clause of the most favoured nation (MFN) and (3) the use of non-tariff barriers. Another important type of trade agreement is the Trade and Investment Framework Agreement. TIFA provides a framework for governments to discuss and resolve trade and investment issues at an early stage. These arrangements are also a means of identifying and working, if necessary, for capacity building. The benefits of free trade were outlined in On the Principles of Political Economy and Taxation, published in 1817 by economist David Ricardo. The world`s major countries introduced the GATT in response to the waves of protectionism that paralyzed and contributed to world trade during the Great Depression of the 1930s. Successive GATT “cycles” have significantly reduced customs barriers on industrial products in industrialized countries. Since the beginning of the GATT in 1947, the average tariffs set by industrialized countries have increased from about 40% to about 5% today. These tariff reductions helped to promote both the considerable expansion of world trade after the Second World War and the resulting increase in real per capita income between developed and developing countries.
